Housing Fund Loan Guide 2026: Limits, Balances and City Comparison

A housing provident fund loan (住房公积金贷款) is the cheapest money most home buyers in China can borrow. In 2026 the five-year-plus rate for a first home is 2.6%, while the five-year-plus LPR sits at 3.5% and first-home commercial loans are actually written at roughly 3.05% (LPR minus 45 basis points). On a 1,000,000 CNY loan repaid over 30 years, that gap is worth about 86,000 CNY in interest.

The catch is that a fund loan is not a blank cheque. Your final amount is the smallest of four separate constraints: the local policy cap, your account balance multiplied by the local multiplier, your contribution base (repayment capacity test), and the property-value limit. This guide uses 2026 public policy figures to lay out the arithmetic, the city-by-city caps, the rate gap against commercial lending, and the misconceptions that cost borrowers money.

1. The Three Numbers That Define 2026

Parameter2026 valueNotes
First-home rate (5+ years)2.6%Unchanged since the May 2025 cut; near a historic low
Second-home rate (5+ years)3.075%About 0.475 percentage points above the first-home rate
5-year-plus LPR3.5%First-home commercial loans are commonly written at LPR minus 45 bp, roughly 3.05%

The relationship between these three numbers is the whole story: the fund rate is about 85% of the commercial rate. A fraction of a percentage point looks small on paper, but a mortgage runs for 20 to 30 years, and time turns that fraction into tens of thousands of yuan.

2. The Four Constraints That Cap Your Loan

Eligible borrowers often assume the cap is the only number that matters. In practice four tests run at the same time and the lowest one wins:

Your borrowable amount is the smallest of those four. This is where most surprises come from: borrowers watch the balance and ignore the base and the cap.

3. 2026 Major-City Limits at a Glance

Shanghai, Shenzhen, Guangzhou and Beijing all loosened fund policy during 2026, and every one of them led with a higher cap. The difference lies in the uplift conditions: Beijing and Shanghai stayed relatively conservative, while Shenzhen and Guangzhou attached much more generous family-based uplifts.

CityBase amount (family, first home)Theoretical maximum with upliftsMain uplift conditions
Shanghai2,000,000 CNY3,240,000 CNY+20% for multiple children, +15% for green buildings
Beijing2,400,000 CNY3,400,000 CNYUp to +400,000 CNY for green buildings, +200,000 CNY for relocating out of the central districts
Shenzhen1,300,000 CNY3,510,000 CNYStacked uplifts for first home, multiple children, first marriage and first birth, and affordable housing
Guangzhou2,000,000 CNY3,600,000 CNY+40% for a second child, +50% for a third, +30% for a certified "good home"

Note: figures reflect 2026 published city policy. The final amount is decided by the local housing provident fund centre. Shenzhen's base amount is 700,000 CNY for a single applicant and 1,300,000 CNY for a family.

Notice that the gap between cities is not in the base amount but in the uplift conditions. Guangzhou's "+40% for a second child, +50% for a third" and Shenzhen's "+50% for first marriage and first birth" mean that two families buying the same flat with identical contributions can end up more than 1,000,000 CNY apart. Before you set a budget, run your own family profile through the housing fund calculator rather than guessing.

4. Fund Loan vs Commercial Loan: the Monthly Payment Gap

The table below assumes a 30-year equal-installment repayment, a fund rate of 2.6% and a commercial rate of 3.05%. All amounts are in CNY per month.

The saving scales linearly with the loan size, which is why the sequence matters: use the fund loan for as much of the purchase as the cap allows, then top up with a commercial loan. If the cap falls short, a combined loan splits the balance; the commercial portion carries the higher cost, so compare the blended rate before committing.

5. Balance × Multiplier = Your Borrowing Ceiling

Most cities measure your capacity through your account balance. The table below converts a range of balances into loan amounts under different multipliers. All figures are in CNY.

Account balance×8×15×16×20×25
30,000240,000450,000480,000600,000750,000
50,000400,000750,000800,0001,000,0001,250,000
100,000800,0001,500,0001,600,0002,000,0002,500,000
150,0001,200,0002,250,0002,400,0003,000,0003,750,000
200,0001,600,0003,000,0003,200,0004,000,0005,000,000

The higher the multiplier, the more a balance can unlock. Take a Shenzhen first-home family: to reach the 1,300,000 CNY base cap at 16×, the account needs roughly 81,000 CNY. To reach the 2,990,000 CNY uplifted figure, the balance needs to be around 187,000 CNY. That is why building the balance early matters so much for upgrading families.

6. Three Worked Examples

All three examples assume a 30-year equal-installment repayment at the 2.6% first-home fund rate.

Example 1: a Beijing family borrowing 1,200,000 CNY. Both spouses have contributed for two years and hold 90,000 CNY combined. Beijing's cap and the balance test both permit the full amount, so the loan goes through at 1,200,000 CNY. The monthly payment is about 4,804 CNY with roughly 529,000 CNY of interest over 30 years. The same amount on a 3.05% commercial loan would cost about 5,091 CNY a month and 633,000 CNY in interest, so the fund loan saves about 287 CNY a month and roughly 104,000 CNY overall.

Example 2: a Shenzhen first-home family with 80,000 CNY in the account. At 16×, the balance supports about 1,280,000 CNY, which is below the 1,300,000 CNY family base cap. The balance test therefore becomes the binding constraint. Reaching the base cap needs about 81,000 CNY; reaching the 2,990,000 CNY uplifted amount needs about 187,000 CNY. A generous policy cap is useless if the balance cannot support it.

Example 3: a Guangzhou family with two children buying a certified "good home". The 2,000,000 CNY base rises by 40% for the second child (800,000 CNY) and 30% for the good-home certification (600,000 CNY), giving a theoretical maximum near 3,400,000 CNY, below Guangzhou's 3,600,000 CNY ceiling. But if the account holds only 100,000 CNY, the ×8 test supports just 800,000 CNY and the final offer collapses. Policy sets the ceiling; the account sets reality.

Run your own figures through the mortgage calculator to see monthly payments across different amounts and terms, and use the loan comparison calculator when you need to weigh a pure fund loan against a combined structure.

7. Three Common Misconceptions

Misconception 1: a bigger balance always means a bigger loan. The balance is only one of four tests. A low contribution base, a low policy cap or the property-value limit can each pull the number down, and the lowest test wins.

Misconception 2: withdrawing the balance is harmless because you can rebuild it. Withdrawals reduce the balance directly, and most cities size the loan from that balance. Withdrawing 50,000 CNY removes roughly 800,000 CNY of borrowing capacity at 16×, and rebuilding it takes years.

Misconception 3: always take the longest term. A longer term lowers the monthly payment but raises total interest. On 1,000,000 CNY at 2.6%: a 10-year term costs about 9,473 CNY a month and roughly 137,000 CNY in interest, while a 30-year term costs about 4,003 CNY a month and roughly 441,000 CNY in interest. The right choice follows your cash flow, not the lowest possible payment. For the long-run mechanics of principal and interest, see equal installment vs equal principal.

8. Frequently Asked Questions

Can both spouses use a fund loan at the same time?

Yes. Combined applications raise the ceiling. In 2026 Beijing's family base amount is 2,400,000 CNY, Guangzhou's is 2,000,000 CNY and Shenzhen's is 1,300,000 CNY, but both spouses must satisfy the contribution requirements.

Can I use a fund loan for a second home?

Yes, but the rate rises to 3.075% instead of 2.6%, and the amount is usually lower than for a first home. How rates are set is explained in how 2026 mortgage rates are set.

Is a combined loan always a bad deal?

No. When the fund cap cannot cover the purchase, topping up with a commercial loan is sensible, because the fund portion still earns the 2.6% rate and the blended cost stays below an all-commercial loan.

What if I move to another city?

Most cities no longer restrict applicants by household registration or contribution location. As long as you meet the continuous contribution requirement where you apply, the local multiplier and cap rules apply, and cross-province transfers require merging the accounts first.

How long must I contribute before applying?

Regular employees generally need six consecutive months of full contributions. Flexible-employment contributors need twelve consecutive months and three years of cumulative contributions.
